THE ORGANIZATION AND OPERATION OF
 
Youth Movement for Rights and Freedoms 
(Youth MRF)


SECTION I


GENERAL STATE


Art. 1 (1) The name of the youth organization in the Movement for Rights and Freedoms (MRF) is Youth Movement for Rights and Freedoms, hereinafter referred to as Youth MRF.


(2) Youth MRF is a youth structure, built on democracy and liberal values, while respecting the rights and freedoms in the Republic of Bulgaria.


(3) Youth MRF gathers on a voluntary basis young people carrying out their activities in accordance with the Constitution and Laws of the country, the International Charter of Human Rights, European Convention for the Protection of Human Rights and Fundamental Freedoms, the Framework Convention for the Protection of National Minorities, the Revised European Charter on youth participation in the life of the municipality and region, the White Paper of the European Commission "A New Impetus for European Youth", the Statute and Program documents of Youth MRF, the decisions of the Central Council and Central Executive Board (TSOB) of the MRF and the decisions of the National Youth Council and the Central Executive Committee (CEC) of Youth MRF.


(4) Youth MRF is a member of the Initiative for Southeast European Liberals and the International Federation of Liberal Youth.


(5) The seat of the central leadership of Youth MRF is the city of Sofia, address: "Al. Stamboliiski "№ 45 A.


(6) Symbolism:
1. Logo - two intertwined olive branches, above them the inscription of Youth MRF.
2. Flag - sky blue background with the logo in the middle.


Art. 2 Objectives of Youth MRF:
(1) Establishment and strengthening of liberal principles and values ​​to build a free civil society by pursuing a consistent policy for youth.


(2) Promotion of a free society and cultural expression of young people and their career.


(3) Respect the rights and freedoms of all citizens, equal opportunities and non-discrimination on ethnic, religious, linguistic, gender, age and sexual sign in socio-economic and political life.


(4) Converting education into a core value among young people and support the academic youth for active participation in public and political life of the country and the EU.


(5) Increasing the competitiveness of young people in education, culture, sports, environment, agriculture, technology, etc, in order to adequately implement the general global and European market.


(6) Active international work through interaction and cooperation with youth organizations in Europe and worldwide.


(7) Creating a culture of environmental protection among young people as a guarantee for the sustainable development.


Art. 3 Youth MRF achieves its goals through:
(1) Participation in social, cultural and political life of the country and active international work in line with targets.


(2) Interaction with other political and non-governmental youth organizations for joint activities on certain topics and issues in accordance with the policy of the MRF.


(3) Development and implementation of projects in education, culture, sports, environment, agriculture, social policy, health and so on.


SECTION II 
MEMBERSHIP.
 RIGHTS AND OBLIGATIONS.


Art. 4 Membership:
(1) A member of Youth MRF can be any member of the MRF at the age of under 35 and 35 as well.


(2) Admission of new members is accomplished in accordance with the Charter of the MRF and requires filling in a survey sheet submitted by the candidate to the Local Youth Council (LYC).


(3) Youth Local Council keeps a register with data from the survey sheets.


(4) All members shall be identified through their membership cards.


Art. 5 Each member is entitled:
(1) to elect and be elected, to candidate and to nominate candidates under the Statute of the the MRF.


(2) to request and receive information about the work of each member of Youth MRF, to express views and opinions, to make suggestions and to participate in decision-making process in the structures of Youth MRF if he/she is a member of the concrete structure.


(3) to refer the matter to management and control bodies about violations in the activities of Youth MRF.


(4) to initiate the development and implementation of projects in education, culture, ecology, sports, agriculture, career development and other spheres of social life.


Art. 6 Every member is obliged:
1. to observe the Statute of the MRF and the Rules of Youth MRF;
2. to work for realizing the objectives of the organization;
3. to implement the decisions of higher-level authorities;
4. to promote the ideas of Youth MRF;
5. to report its activities in the organization.


SECTION III 
Organisational structure, management and control bodies


Art. 7 The structure of Youth MRF includes youth organizations, built on a territorial principle:
(1) Youth Local Organization:
1. It is created by at least 10 people, citizens of the Republic of Bulgaria;
2. Newly created organizations subject to registration in the Youth Minicipal Council / if there is none - in the appropriate superior Youth Council / by presenting a founder protocol with a list of names, PIN and signatures of the founders. Copies of the documents are sent to the relevant senior youth councils, as well as to the respective board of the MRF within a month.
3. Supreme body of the local youth organization is the General Assembly which is convened by the President, by the Youth Local Council or upon a written request of a quarter of the members on a pre-announced agenda. The General Assembly is legitimate when more than half of the members are present. Decisions are taken by a simple majority of those present. Copies of the documents are sent to the appropriate superior Youth Council within a month.
4. If the required number of members is missing, the meeting is postponed under the same agenda and at the same place in an hour and is considered as legitimate irrespective of the number of the present members. In this case, decisions on matters that are not announced in the provisional agenda can not be taken.
5. The General Assembly elects the President, the Local Youth Council, which meets at least once every 30 days, delegates for the Municipal Conference, it adopts a program of the work and a report on the activities of the Youth Council and takes other local decisions.
6. In larger cities, in coordination with the Municipal Council of Youth MRF, can be created more than one local youth organizations. In academic centers can be established student organizations that have the status of local youth organizations. The President of the academic company participates with the right to vote in the work of the Regional Council of Youth MRF.
7. The Chairman of the Local Youth Organization manages the overall activities of the local youth organization in accordance with the basic documents of Youth MRF and is a member of the Local Council of the MRF.


(2) Youth Municipal Organization:
1. It includes all local youth organizations in the municipality;
2. Newly created organizations subject to registration in the Regional Youth Council /if there is none - at the Central Executive Committee/, as well as, to the respective Board of the MRF, by presenting a protocol submitted by the Municipal Conference;
3. Supreme authority of the Youth Municipal Organization is the Municipal Conference which is held by delegates elected by the General Assemblies of youth local organizations in the municipality. The Municipal Conference shall be convened by the President, by decision of the Youth Municipal Council or by decision of the Central Executive Committee after presenting a proposal from the Youth Regional Council. The Municipal Conference is legitimate when more than half the delegates are present. Decisions are taken by a simple majority of those present. Copies of the documents are sent to the appropriate superior Youth Council within a month and to the respective Municipal Council of the MRF.
4. The Municipal Conference elects the President, the Youth Municipal Council, delegates for a regional conference and adopts a program of the work and a report on the activities of the Youth Municipal Council.
5. The Youth Municipal Council manages and coordinates the activities of the Youth municipal organization, meets at least once every 30 days, determines the number of delegates for the Municipal Conference. The Youth Municipal Council meets by a quorum of 2/3 /two thirds/ of the list staff of members and takes decisions by a simple majority of members present.
6. The President of the Youth Municipal Council represents the youth municipal organization and is a member of the Municipal Council of the MRF.


(3) Youth Regional Organization:
1. It includes all youth municipal organizations in the region.
2. Newly created organizations subject to registration in the Central Executive Committee, as well as, in the relevant Regional Council of the MRF, by presenting a protocol submitted by the Regional Conference within a month.
3. Supreme authority of the Youth Regional Organization is the Regional Conference which is held by delegates elected by the municipal conferences. The Regional Conference shall be convened by the President, by decision of the Regional Youth Council or by decision of the National Youth Council. The Regional Conference is legitimate when more than half of the delegates are present. Decisions are taken by a simple majority of those present. Copies of the documents are sent to the Central Executive Committee of Youth MRF and to the respective Regional Council of the MRF.
4. The Regional Conference elects the President, the Youth Regional Council, delegates for the National Conference and adopts a program of the work and a report on the activities of the Youth Regional Council.
5. The Youth Regional Council manages and coordinates the activities of the Youth regional organization between two regional conferences and meets at least once every 60 days. The Youth Regional Council meets by a quorum of 2/3 /two thirds/ of the list staff and takes decisions by a simple majority of members present.
6. The Youth Regional Council determines the number of delegates for the Regional Conference.
7. The President of Youth Regional Council represents the youth regional organization and is a member of the Regional Council of the MRF.


Art. 8 (1) The National Conference is the supreme authority of Youth MRF.


(2) National Conference (NC):
1. adopts a report of the Chairman of Youth MRF;
2. adopts and amends the Rules and Program documents of Youth MRF;
3. elects the President of Youth MRF;
4. elects the members of the Youth National Council.


(3) The National Conference is considered legitimate if at least two thirds /two thirds/ of all delegates are present. If the quorum is missing, the National Conference is postponed for 2 hours later and is considered legitimate in the presence of half of the delegates. Decisions are taken by a simple majority of those present.
(4) The National Conference is convened at least once every three years, before preparing for the National Conference of the MRF, at the request of:
- the Central Executive Committee;
- the Youth National Council;
- 1/10 /a tenth/ of the annual number of members of Youth MRF.


Art. 9 (1) In the period between two national conferences, the activities of Youth MRF are managed and coordinated by the Youth National Council /YNC/. Its composition is:
1. the President of Youth MRF;
2. the members of the Central Executive Committee elected at the first meeting;
3. the Presidents of the youth regional councils;
4. one representative proposed by the delegates of each region;
5. one representative of each elected member of Parliament;
6. members of Parliament aged under 35 and 35 as well;
7. members nominated by the President of Youth MRF.


(2) The Chairmen of the academic companies of Youth MRF participates in the meetings of the Youth National Conference with the right to vote.


(3) The Youth National Conference shall be convened by the Chairman of Youth MRF, the Central Executive Committee or at the written request of one third / one third / of its members, it meets at least 4 times a year. Meetings of the Youth National Conference are legitimate by a quorum of 2/3 /two thirds/ of the members. Decisions are taken by a simple majority of members present.


(4) Youth National Council:
1. implements the guidance of Youth MRF between two national conferences;
2. organizes and supervises the implementation of decisions of the National Conference of Youth MRF;
3. solves the operational, organizational and other issues related to the activities of Youth MRF and assigns the implementation of tasks to the Central Executive Committee;
4. adopts the program of work of the Central Executive Committee on a proposal from the Central Executive Committee;
5. monitors the implementation of decisions of the National Conference;
6. determines the number and the principle of allocation of delegates for the National Conference;
7. establishes the general guidelines for cooperation with Bulgarian and international organizations, in coordination with the Central Executive Board of the MRF;
8. elects deputies of each member, failing to perform their tasks.


(5) The President of Youth MRF in the Central Control Commission participates with voting rights in the work of the Youth National Conference.


Art. 10 (1) Central Executive Committee:
1. is a permanent body established in the city of Sofia;
2. organizes and supervises the implementation of decisions of the National Conference and Youth National Council;
3. solves the operational, organizational and other issues related to the activities of Youth MRF;
4. approves the program of activities and composition of the working committees for each of the portfolios;
5. organizes and establishes contacts with other youth organizations in the country and abroad, in coordination with the Central Executive Board of the MRF.


(2) The Central Executive Committee is headed by the Chairman of Youth MRF.
(3) The structure and composition of the Central Executive Committee are proposed by the President of Youth MRF and elected by the Youth National Council from among its members. (4) It meets at least once every two weeks. The meeting is considered legitimate when two thirds / two thirds / of the composition of the Central Executive Committee are present. Decisions are taken by a majority of two thirds / two thirds / of the composition of the Central Executive Committee.


(5) Members of the Central Executive Committee are members of the Central Council of the MRF.


Art. 11 The President of Youth MRF:
1. convenes and presides over the meetings of the Youth National Council and the Central Executive Committee;
2. represents Youth MRF in all state, public, business, youth and other organizations at home and abroad;
3. when incapable of performing his duties, he shall be replaced by an authorized vice-chairman of the Central Executive Committee;
4. he reports to the National Conference his activities, as well as, the work of the Youth National Council and the Central Executive Committe;
5. is a member of the Central Board of the MRF and participates in meetings of the Central Executive Board.


SECTION IV 
AMENDMENTS TO THE RULES OF YOUTH 
MRF


Art. 12 In the period between two national conferences amendments in the Regulations of Youth MRF can be made ​​on a proposal from the Youth National Council and after the approval of the Central Council of the MRF.
